April 5, 2010
The Eagles Mere Borough Council meeting was called to order on the above date by President Feese with the following Council members and Mayor Hays in attendance: Peter Glaubitz, John Huhn, Christelle Loftus, Fred Mulford, Bob Ryan and Secretary/Treasurer Wilson. In the gallery: Luanne Ecker
Minutes- for the previous monthly meeting were approved on a motion from Mr. Ryan, seconded by Mr. Mulford.
Treasurer’s Report: Printed Reports reviewed by the Finance Committee and filed.
- Audit approved by finance committee and filed with DCED by the auditor. I will file a copy with the County Prothonotary and advertise. Invoice received for $2650 included in bills.
- No Realty Transfer tax received for February.
- Liquid Fuel payment $13,219.27was released by the governor early and direct deposited March 1.
- PURTA (Public Utility Tax forms filed on line 3/8/2010. Frontier property valued @ $54,100.
- Robin Realty billed and paid for 2010 trash fees. Ms. Loftus has been billed a prorated fee for 2010 after receiving her occupancy certificate. Still holding Pursel’s bill.
- Comcast franchise payment in the amount of $2360.30 was deposited to the general fund.
- Taxes Received: RE-$13,296.80, FT- $2570.74
- Received $300 from the Civic Club for the Borough Branch
Zoning & Ordinance Officer report:
- Complaint filed about garbage being left at the curb on Jones Ave behind the Flora Villa. No reply to my email inquiry, as yet, from the owner.
- Inquiries have been made regarding peddler’s permit for variety market on Saturdays @ the Stitzer lot next to the post office. Zoning Permit : 0
Code Inspections Inc.:
Building Permits issued to: EM Museum for wheelchair lift.
Occupancy Certificate issued to: William & Nancy Klink-foundation repair, Lewis Leibowitz-porch & deck remodel, William Drushel- deck & storage shed, Harry Todd- deck, Anne Banse- bedroom & bath addition, Loftus/Linsky- new home.
Open Records Officer Report:
3 requests were received & granted documents were included with the replies.
Business Conducted –
- Council will consent to a permit for bottled wine to be sold on private property from a local winery under PLCB license as long as all paperwork is in order. It was determined by Council that peddler’s permits are required for private property owners (or their representatives) allowing transient sales on their property. Liability will be their responsibility. The Conservancy will have to procure one permit for the farmer’s market and other events held on the Green.
- Ordinances- Street Bonding- Mr. Huhn would like to review before the April 28 Committee meeting. The Peace and Good Order ordinance was briefly discussed and will continue at above mentioned meeting.
- Ethics forms for the Council have been completed and returned.
- Mr. Glaubitz was appointed to Website committee. Ms. Wilson was reappointed as well. She will ask Mr. Gardner if he would he would like to continue on the committee. Mr. Glaubitz will ask Toby Diltz if he would also like to serve on the committee as well.
- Liquor Control Board letter requesting report on nuisance bars was received. There were no complaints to report.
- Benchmark Energy Solutions request for a meeting will be advised they may attend any regular monthly meeting.
- Census Bureau- Joe Cubberly was very helpful with the mail snafoo that resulted in census forms being available at the Borough Hall. They also asked permission to use the conference room 7-9pm on April 13 for accepting applications and training 8am-5pm from April 27-30. Permission was granted.
- July meeting will be held on July 5th as scheduled.
- Document Shredding services to dispose of the Borough’s and Authority’s old records is needed. Ms. Wilson has procured estimates from a local company for under $50. It was suggested that it be extended to the rest of the community and perhaps combined with spring cleanup days. On a motion from Mr. Glaubitz, seconded by Ms. Loftus arrangements will be made by the secretary for Saturday June 19th if possible.
- An ad hoc committee meeting will be held on Wednesday April 7th to discuss sidewalks and possible grant assistance through Senator Yaw.
- COG sent a letter of interest regarding group purchase for bonding signs and posts. If EM is interested they need an estimate of how many signs EM may need. Ms. Wilson will consult with the street super and get back to COG.
Museum Notes:
Mr. Glaubitz and Ms. Loftus will interview interns at State College.
The Museum is looking for a year round assistant shopkeeper.
Secretary’s Notes-
- Salt contract Application was made to Costars and confirmation sent it has been received. Contacts will be awarded in August
- DCED Audit has been completed, see copy with agenda.
- DEP sent letter advising the EMBA Chapter 94 Report has been satisfactorily submitted and called to inquire about the Linsky property. They were informed the lot was pre-existing and was not created by a new subdivision.
- Thank you note received from the Mooney Family for the flowers sent from Council.
- PIRMA Insurance- renewal policy received if any one wants to see it. Also, Compensation Rating Bureau sent Mr. Lockard a letter stating classification for museum employees. Invoice received for an additional $1438 was questioned since the museum employees have been included under the Borough’s employee codes for 2 years and was paid in December. Payment pending outcome of insurance agent’s inquiry.
- First Priority Health Insurance letter mandating employees must make a choice to purchase maintenance drugs from Select Home Delivery or local pharmacy.
- Updates to International Building Codes in letter from Code Inspections.
- COG – Still needs appointee from EM. Agenda and report sent.
- Street Cleaning tentatively scheduled May 5-6, reserving the 7th if needed.
- Zoning Hearing to be scheduled for Melzer.
- Marcellus Shale & State Highway System meeting April 6th 7-9 @ AG Building – COG urges everyone to attend RSVP needed.
- Secretary PTO scheduled for April 16, May 28 & 31.
- Borough Street Assistant started back the 1st of April.
The attached bills were ordered paid by motion from Mr. Glaubitz, seconded by Ms. Loftus.
