Draft Minutes
December 5, 2011

          The Eagles Mere Borough Council meeting was called to order on the above date by President Feese with Mayor Hays by phone and the following Council members in attendance: John Ecker, Peter Glaubitz, John Huhn, Christelle Loftus, Fred Mulford, and Dave Werner along with Secretary/Treasurer Wilson. In the gallery: Shannon Baker, Bob Wise, Jr. Nancy Leibert.

Public Comments: Shannon Baker and Bob Wise presented a memorandum from Jordan Yeager, & Vincent Magyar, Jr. regarding a review they made of the EM Borough Zoning Ordinance. Ms. Baker and Mr. Wise also proposed an outline recommending suggestions to amend the Borough Zoning ordinance, offered to assist with any of the issues and noted that these items are based on current state laws that may change in the near future. Council agreed to study them and discuss it at a later date.

Minutes- for the previous monthly meeting were approved on a motion from Mr. Ecker, seconded by Ms. Loftus.

Treasurer’s Report – for the previous monthly meetings were approved on a motion from Mr. Mulford, seconded by Mr. Ecker. The Sweet Shop will be billed for half of October trash fees and the balance through year-end will be billed to EMHVI. They have been notified that the balances need to be paid by December 10th, 2011 to avoid further late fees and collection charges.

Open Records Officer: no official requests were submitted for November.

 

Ordinance & Zoning Officer’s Report- W. Conn was informed that the sidewalk deadline has been extended until November of 2012.

 

Parking Officer Report:
Two of the three remaining tickets have been collected with late fees.

Code Inspection Inc.:
Building Permits issued: R.Hedley for enlarged deck.
Occupancy Permit issued:0

Business Conducted – 

  1. New map combining zoning and current tax parcel - Larson will send a map showing the problem areas that need to be redefined.
  2. Paving change order overrun of $3708.80 will be paid out of the General Fund Savings on a motion from Mr. Huhn, seconded by Mr. Werner. Mr. Mulford voted no.
  3. Post in downtown- possible uses will be reviewed by the Historic Village in the spring.
  4. Petition for vertical construction and drilling permit ordinance will be referred to the solicitor. Ms. Wilson will contact him to see what Brett Feese gave him.’
  5. 2012 Budget being duly advertised was approved on a motion from Mr. Mulford, seconded by Mr. Glaubitz. 10% increase over last year reflects lower revenues and a 2.5% increase in wages.
  6. Tax Ordinance being duly advertised was adopted on a motion from Mr. Glaubitz, seconded by Mr. Mulford at the rate of .00922 for RE and .00161 for Fire Tax totaling 1.083mil.
  7. U/C claim for Deb Wilson – an appeal has been filed and it was received by U/C and TALX.
  8. H.A.Thompson quotes for treasurer’s bonds will be accepted. Ms. Wilson will notify the insurance carriers of the decision.
  9. FEMA Flood insurance meeting will be attended by Mr. Huhn 12/13/11 9am-1pm.
  10. Census BAS (boundary & annex survey)maps- Ms. Wilson will review and complete the form.
  11. Larson Design sent rates and agreement for borough engineer of record for 2012. The agreement was signed and will be appointed in January.
  12. Bradford County Humane Society donation ($18) and resolution were approved on motion from Mr. Ecker, seconded by Mr. Glaubitz.
  13. PIRMA Elections- Ms. Wilson will fill out and return the ballot by Dec. 15th.
  14. Mr. Shoemaker will be reimbursed for his Medicare up to the current health insurance rate paid by the Borough.
 
Committees:
Museum : Discussions continue regarding consideration of independent operation.

Borough Branch: transfer made to paid for purchase of ink cartridges and paper.

 
Infrastructure: Mr. Maczuga will be asked to cover no parking signs at the beach for the winter season.

Personnel: Employee reviews will be held Dec 19th starting at 10am.

Secretary’s Notes:
  1. McNerney Page Vanderlin & Hall hourly rates are $110. Unsure if this is also for Garth’s services.
  2. Census –Government Unit Survey completed and returned.
  3. Advertised all meetings as directed.
  4. PSAB Membership Yearbook and Directory received.

 

The Borough and Museum bills were ordered paid by motion from Mr. Huhn, seconded by Mr. Ecker.
