Borough Minutes
February 4, 2008
The regular monthly meeting was called to order on the above date by President Feese with the following members in attendance: Peter Glaubitz, Christelle Loftus, Dave Switzer, Alvin Smith, Jr., Robert Ryan, and Mary Mooney by phone. Mayor Betty Hays and Secretary/Treasurer Kay Wilson were also present.
Mayor’s Notes: Dave Switzer was sworn in by Mayor Hays on January 18th, 2008 with the secretary as witness.
Minutes for the previous monthly meeting: approved on motion from Ms. Loftus, seconded by Mr. Switzer.
Treasurer’s Report: accepted with the minutes.
Zoning & Ordinance Officer Report: Officer has contacted the solicitor to clarify exemptions for building permits issued by Code Inspections.

Code Inspections, Inc.:
Building permit issued to Evan & Jean Alley for kitchen renovation, new plumbing & electric.
Quarterly fees received by Borough for last quarter of 2007-$24.14
Frank Tourscher has been designated the Official Contact person for Code Inspections, Inc.
Business Conducted:
- The Ordinance Committee will meet before the next meeting to review revisions to the Zoning Ordinance amendment and any other ordinance updates that have not been completed.
- Fire Company Addition: Mr. Smith reports progress is being made despite bad weather.
- Holmes Development- Agreement has been sent to Holmes, not signed as yet. Included in the agreement is a letter of credit issued to the Borough upon Borough solicitor receiving cost estimates from Jason Kline and signed agreement from Mr. Holmes.
- EMBA appointment of Ken Bryfogel to replace John Hirsch for his remaining year on a motion from Mr. Ryan, seconded by Mr. Smith.
- DEP letter of consistency requested for building permits by Code Inspections was referred to the Solicitor. Eagles Mere has no designated flood plains so is therefore exempt from providing these letters. Solicitor Feese will notify Code Inspections.
- Committee assignments were given to the Council see handout attached.
- Maintenance Building heating oil purchases needs to be reviewed. A budget plan will be investigated by the secretary and President Feese may approve an exceptable plan on motion from Mr. Ryan, seconded by Ms. Mooney.
- Many possibilities were discussed for use of current building after the Borough moves to their new quarters, a library or reading room being the most popular. Mr. Glaubitz moved that a committee be organized to investigate the possibilities and costs, etc. for a proposed use. This was seconded by Mr. Switzer.
- Audit will begin February 8th and continue as needed.
- Adam Maczuga’s brother was killed in an accident last week. It was approved by Council and Chairman of the EMBA to send a donation of $50 from each entity to the Mark Maczuga family or their designated charity. The Borough and EMBA will also send their condolences. Moved by Mr. Smith, seconded by Ms. Mooney.
- Annual Community Organizations meeting will be held March 22 @ 2PM. A letter will be sent to all leaders of the organizations. Mr. Feese will preside over the meeting.
- Ethics forms distributed- must be returned by May 1, 2008.
Committee Reports:
- Museum- The Eagles Mere Merchant’s Association is trying to regroup and reorganize. A request for a donation to the Eagles Mere Merchants Asso. to promote Eagles Mere as a destination was presented by Mr. Glaubitz. He suggested a one time donation of $500 to get them started until grants and other funding kicks in. He also asked that additional funds of $250 be made available to EMMA to purchase a mini website through the Borough’s website. EMHV requires contributions for these promotions from all of their tenants. Such payments previously paid to EMHV will be turned over to the EMMA who will be taking over promotions and advertising. The museum’s shop keeper, who is not a lessee of the EMHV, will be asked to purchase her own membership as part of her sublease with the museum. The Museum will pay their fee to the EMHV as per lease and she will provide proof of paid membership with EMMA to the Museum. The donation was tentatively approved pending reestablishment of EMMA and further development on motion from Mr. Smith, seconded by Mr. Ryan
Information:
Salt Contractor has extended availability of an additional 50 Tons for this year at a high price ($15 at a ton more). Frank Shoemaker suggests the Council contract for a minimum of 75-100 tons each year.
The street sign on Laporte Ave & Rt 42 was changed to remove Museum and was suggested to have Borough Hall posted there after the relocation.
No PSAB Employment Survey for this year due to glitch in collection of information.
DEP letter requesting meeting with EMBA to discuss CAP submission by EMBA engineer.
Penelec surcharge increase of .065 to .14% as of January 1, 2008
