The Eagles Mere Borough Council meeting was called to order on the above date by Mayor Betty Hays with the following Council Members in attendance: William Feese, Peter Glaubitz, Christelle Loftus, John Huhn, Dave Switzer and Secretary/Treasurer Wilson. In the gallery: John & Luann Ecker, Fred Mulford.
All elected offices having been sworn in at the Courthouse, Mayor Hays proceeded with nominations for Council President. William Feese was nominated and elected unanimously on a motion from Mr. Glaubitz, seconded by Mr. Huhn. Mayor Hays turned the meeting over to Mr. Feese and he proceeded to take nominations for Vice President. Ms. Loftus made a motion for Peter Glaubitz to fill this office, she was seconded by Mr. Switzer and approved unanimously by Council. Ms. Loftus also nominated Robert Ryan for President Protem and approved, was seconded by Mr. Huhn.

4th of July Commissioner:Laura Besecker. Approved on motion from: Ms. Loftus, seconded by Mr. Switzer.
Sullivan Co. Org. of Government: Tim Borges will be asked if he would take this appointment.
Vacancy Board: Charles Gardner. Approved on motion from: Ms. Loftus, seconded by Mr. Huhn.
Majority Inspector of Elections (4yr Term) Charlie Gardner was approved on motion from: Mr. Switzer, seconded by Mr. Huhn.
Constable (6yr Term): was left unfilled.
Public Comments: John Ecker wishes to be considered for the vacancy left by the death of Mary Mooney.
Minutes- for the previous monthly meeting were approved on a motion from Ms. Loftus, seconded by Mr. Switzer.
Treasurer’s Report – was accepted with the minutes subject to audit.

The Bassett Engineering study and sample ordinance will be forwarded to Brett Feese for Posting and Bonding resolution.
Eagles Mere Park Asso. On a motion from Mr. Glaubitz, seconded by Mr. Switzer EMPA will be notified they have until February 14th to produce an agreement for the streetlight takeover for review or Council will close this issue. Mayor Hays will call Trip Pendelton with the particulars.
Scanning 20 years of minute books for searchable software, Secretary will find the line item on the budget for funds.
Highpoint Ranch was approved for new peddler’s permit providing Darren has proof of insurance with the Borough named as insured.
Lycoming/Sullivan County Borough’s Asso. dues of $10 will be paid for 2010 on a motion from Ms. Loftus, seconded by Mr. Switzer. Mr. Huhn and Ms. Loftus will attend the next meeting in Duboistown.
Endless Mnts Transportation Authority will receive a donation of $500 for 2010 on a motion from Mrs. Switzer, seconded by Mr. Huhn.
Vacancy on Council for a two-year term will be considered by the appointed committee of Vacancy Board Chairman, Charlie Gardner, Council Members, Peter Glaubitz and Christelle Loftus. A recommendation is expected.
Museum Notes:
CDs have matured at C&N bank and were used to purchase a 6 month CD at People’s State Bank @ 1.12% APR.
Secretary’s Notes-
Meetings for 2010 were advertised as per Sunshine Laws.
Hanley will sell a lot at Happy Hill under the terms of his bankruptcy if there are no objections.
Penndot approved the application for County Aid being paid for Bassett Engineers.
Letters were sent to taxpayers detailing the increase for 2010.
COG voted to change the payout splits to 50-50 instead of 75% going to the municipalities.
IRS has signed off and W-2 correction and misdirected payment.
The bills were ordered paid by a motion from Mr. Huhn, seconded by Mr. Switzer
The meeting was adjourned to the call of the President.
