June 7, 2010
The Eagles Mere Borough Council meeting was called to order on the above date by President Feese with the following Council members and Mayor Hays in attendance: Peter Glaubitz (by phone), John Huhn, Christelle Loftus, Fred Mulford, Bob Ryan Dave Switzer, and Secretary/Treasurer Wilson. In the gallery: B. Moyer, Thomas Klaum & PSAB President Felmlee, L.Ecker, E. Vauclain, Mr. & Mrs. Grabarek and B. Zelten.
Minutes- for the previous monthly meeting were approved on a motion from Ms. Loftus, seconded by Mr. Ryan.
Treasurer’s Report – written reports were distributed with agendas and accepted subject to audit with the minutes.

- Giselle Biscotti- sell baked goods on her front stoop Laporte Ave.
- Shannon Robins- sales on private property next to post office for produce, homemade items, fish monger and Homer’s bottled wine.

Business Conducted –
Noise Ordinance- The regular meeting was recessed for a public hearing on the advertised noise ordinance. Several comments were read from Mr. Grabaric including some minor wording and times the ordinance should be in effect. Mr. Ryan indicated that these notations probably wouldn’t alter the ordinance’s objective as written. The hearing ended and the meeting reconvened. On a motion from Mr. Switzer, seconded by Mr. Huhn the motion to adopt the noise ordinance as written was unanimously approved. It was noted that this ordinance doesn’t establish a policing action, but gives the public a means to register a complaint against someone creating a noise issue. Serious or extensive noise problems should be reported to the State Police if on private property or Lake Association if it is related to lake property. A form is needed for complaints filed with the Borough.
Sidewalk Regulations- after many discussions and edits from several council members and the Infrastructure committee, President Feese made a motion presenting sixteen items for sidewalk repair evaluation and criteria. Ms. Loftus seconded the motion. Each item was then read and discussed. Minor edits were made and approved by majority votes to adjust measurements or wording. The Council (minus Pres. Feese) voted unanimously to adopt these edited criteria and agreed they would be included in a letter to sidewalk owners. NOTE: It was later determined by the Borough’s solicitor that these criteria be amended to the sidewalk ordinance and he will proceed with the legalities of advertising, etc. to facilitate this at the next meeting. A question from a guest asked if there are any restrictions for parking on the sidewalks. The current ordinance has no provision relating to this topic.
Spring Cleanup Weekend- is Jun 18th through the 20th. A paper shredding service will be available this year on Saturday from 10am -1pm. Ms. Loftus and Ms. Wilson will look to see where it would be most convenient to locate.
The schedule for monitoring was set up among Borough employees, mayor and council members.
Federally mandated posters from Thomas Publishing for $299 was not approved.
Endless Mountains Visitors Bureau appropriation for $15.30 was approved.
Fire Company- Workers Comp coverage for their members, Ambulance Asso., and Fire Police for extracurricular activities was partially listed. On a motion from Christelle Loftus seconded by Mr. Switzer, the following events will be covered in addition to their customary exposures: 4th of July and other Parades, EMVF Carnival, Airport Fireworks, Fire Police duties including EMAA events( ie: bike races, triathlons, etc.) A more complete list is expected from the Fire Company.
Borough Branch will hold an open house on July 20th. There were 168 users over the winter and more expected this summer. More shelving is needed and this purchase was approved.
Ordinance- Hayes and Lewis Aves need to be included in the No Parking ordinance.
Mayor- will attend the Lycoming/Sullivan County dinner on June 14th.
Secretary’s Notes-
- 4th of July Parade Penndot Permit, insurance was verified by Lockard and State is named as also insured-copy sent with application.
- IRS tax break inquiry stated local governments were not likely to be eligible for credits for providing health insurance.
- Arbor Day Foundation recognizes EM as Tree City for 13th year.
- Blue Cross-
- changes in coverage for dependants under age 26 will begin May 21, 2010.
- Medicare form filled out and returned.
- PSAB
- Letter sent to Thomas Klaum inviting him and President Felmlee to visit EM
- General Code Publishers
- Minute Books have been returned with the CDs. No bill received as yet.
The bills were ordered paid by motion from Ms. Loftus, seconded by Mr. Huhn. The meeting was adjourned by the President.
